This is a full and open competition placed under the authority of FAR 13.5.
The purpose of this solicitation is to obtain bespoke batteries to fit inside the of the Digital Talking Book Machines (DTBMs) that are used by NLS patrons. Proposals are due by 10/19/2026 at 5PM Eastern. Questions are due by: 10/07/2026.

The contractor shall manufacture, assemble, and deliver the DTBM Battery Pack for the 1st generation DTBMs in accordance with NLS specifications. The contractor shall develop all required tooling, production equipment, and procedures. The work includes non-recurring engineering such as technical data package maintenance, production tooling and test equipment, and a verification test plan. The contractor must propose a Manufacturing and Production Plan, submit 20 first article samples for inspection, and then produce mass production lots. Deliveries will be made to one of three specified locations: the Library of Congress in Washington, DC; the Utah State Library in Salt Lake City, UT; or the Clovernook Center in Cincinnati, OH. The contractor must also provide a 24-month warranty on each battery pack.
