The contractor must provide a comprehensive EBT system for SNAP benefits including: account set-up and maintenance, benefit authorization, card issuance and activation (over-the-counter), PIN selection and replacement, transaction processing (including SNAP purchases, returns, manual vouchers, reversals, adjustments), settlement and reconciliation with federal and commercial entities, retailer management including POS terminal deployment and maintenance for exempt retailers, a 24/7 customer service center with ARU and live CSRs, a retailer help line, fraud analysis and prevention, compliance with all applicable federal regulations and Quest Operating Rules, and production of extensive reporting and data storage. The contractor must also support disaster recovery and contingency planning, including a backup site capable of taking over within two hours.
