WIOA Title I Workforce Development System
The contractor shall design and carry out a comprehensive evaluation of WIOA Title I core program activities (Adult, Dislocated Worker, and Youth programs) throughout the Territory. The evaluation must address priority areas including system performance and accessibility, demand-driven training alignment, education and labor-market pipeline health, system responsiveness to economic shifts, and governance, integration, and accountability. Required evaluation components include literature and evidence review, evaluation design and feasibility assessment, mixed-methods data collection and analysis, equity and access analysis, comparative benchmarking, reporting and public dissemination, stakeholder engagement, human subjects protection, and continuous improvement support. Data sources include WIOA administrative and performance data, Unemployment Insurance wage records, labor-market and job-posting data, education and training data, participant feedback, surveys, interviews, focus groups, and site visits. Deliverables include an Evaluation Plan (Month 1), Literature and Evidence Review (Month 3), Evaluation Design Report (Month 4), Data Collection Instruments (Month 5), Mid-Year Monitoring Report (Month 6), Interim Progress Report (Month 9), Draft Evaluation Report (Month 10), Final Evaluation Report (Month 11), Public Summary and Practitioner Brief (with Final Report), and a Continuous Improvement Action Plan (within 30 days after the Final Report).
