This informal bid solicitation is being conducted
pursuant to Title 31 Section 239(a)(3) of the Virgin Islands
Code. The Government reserves the right to cancel this informal
bid solicitation. All quotes must be submitted via GVIBuy for
consideration.
The vendor shall provide a complete turnkey solution including access control software, door controllers, door readers, credentials, installation services, configuration services, testing and commissioning, documentation, training, and warranty and support. The solution shall support electronic access control, badge-based authentication, keypad access, centralized administration, access auditing and reporting, integration with video surveillance systems, and future enterprise scalability. The system must secure the main building entrance, employee entrances, administrative offices, server room, network closets, storage rooms, and sensitive operational areas. The solution shall support employee, contractor, temporary, and visitor credentials, and authentication methods including proximity cards, smart cards, PIN codes, card plus PIN, and mobile credentials. The platform must integrate with Microsoft Active Directory, Microsoft Entra ID, and future identity governance platforms. Deliverables include a design package, implementation, documentation, and training. The vendor shall provide a minimum three-year manufacturer warranty and a minimum one-year installation warranty.
