Hunt Jacobsen Joint Venture is selecting Pre-Construction Assistance trade partners for the Salt Palace Convention Center through a competitive best-value (Value Based Selection) process under Utah Procurement Code Part 7. Selected partners will work with HJJV and the design team during design development on constructability, coordination, BIM/VDC, schedule, procurement and labor planning, cost modeling, and management of a negotiated Fixed Limit of Construction Cost (“FLCC”). The Pre-Construction Assistance phase is anticipated to begin in December 2026 and run until Construction Documents are finalized and permitted (anticipated September 2027). Abravanel Hall and UMOCA information is provided for reference only and is not included in this scope.
Each trade package is a stand-alone proposal submitted as two separate PDF volumes at the same deadline: Volume 1 – Technical Proposal (60 points; no cost information), covering project history, project team, schedule, and pre-construction and construction risk factors; and Volume 2 – Cost Proposal and FLCC (40 points), covering the Pre-Construction Assistance lump sum, Construction Management Fee, General Conditions + Supervision cost, and proposed FLCC with open-book estimate backup, along with labor rates and bonding/insurance/SDI information. Upon completion of design, the selected partner will provide a Fixed Lump Sum for the construction-phase work within the negotiated FLCC.
