Salt Lake County, on behalf of Mayor’s Finance, “County” is soliciting proposals from qualified firms “Proposer / Contractor” to provide a pay card option for employee pay as an alternative to direct deposit.
This RFP is intended to provide interested Proposers with sufficient minimum requirements. The requirements in the Scope of Work for this RFP are not intended to limit a proposal's
content or creativity. Proposers may submit innovative ideas, new concepts, and optional features in response to this RFP. Proposers are encouraged to expand upon the
specifications to give additional evidence of their ability to provide the services requested in this RFP. However, Proposers must address the needs and requirements stated in the
Purpose and Scope of Work of this RFP.
The award of additional features beyond the minimum requirements is in the County’s sole discretion and will be clearly identified in the resulting contract if it is deemed appropriate by
the County and falls in line with the initial RFP Scope of Work.
The scope of work includes convenient and secure payment via a prepaid, network-branded paycard each pay period; instant wage access on payday; integration with existing payroll and accounting systems; and comprehensive features such as a mobile app, fee-free ATM network, online transaction history, and financial wellness tools. Salt Lake County will be responsible for promoting the cards, assisting in training, managing card inventory, presenting collateral and disclosures, opening accounts, providing cardholder information, transmitting disbursement amounts, and designating a program point of contact.

Most Utah work asks for the two below, and the solicitation documents are where it’s stated. One prequalification covers both — on this bid and the next.
A surety’s written statement that it expects to bond you up to a stated amount, subject to final underwriting. It’s what an agency asks to see before they take your bid seriously.
