The purpose of this RFSQ is to obtain statements of qualifications from companies. The intent is to award a contract under Utah Procurement Code 63G-6a Part 15 for the purchase of Design Professional Service Providers and Consultants. The vendor with the highest- ranking will be selected to negotiate a contract at compensation determined to be fair and reasonable. If fair and reasonable compensation, contract requirements, and contract documents cannot be agreed upon with the highest ranked vendor, the state may proceed with negotiations with the next highest ranked vendor. Do NOT include pricing when you submit your qualifications.

Techncial Scoring Summary
The selected consultant will receive RSDZ applications from GOED and, within 45 calendar days (extendable by 30 days), produce an independent, nonpartisan study for each, not exceeding $20,000 per engagement. Work includes auditing applicant pro formas and capital stacks, verifying 'but-for' cost gaps, validating market assumptions, performing tax increment capture stress-testing, assessing regional benefits (affordable housing, infrastructure, economic resilience), and confirming statutory compliance for Transit-Oriented, First Home Village, or Economic Development Opportunity zone types, including energy infrastructure review for large load data centers. Deliverables include a factual project description, financial/market analysis, statutory/policy compliance scorecard, and an executive recommendation, with the vendor disclosing conflicts of interest within 10 days of each assignment and providing a status update three weeks into each engagement, and may be invited to present findings to the increment authorization committee.
