The Texas A&M University System (A&M System) is soliciting qualifications from firms with an established history of expertise and qualifications to provide actuarial services for its self-insured group health plan, dental, benefits, retirement, and Self-Insured programs administered through the A&M System Office of Risk Management beginning November 1, 2026.
The scope of work includes three main tasks: Task 1 - Annual actuarial analysis of the self-insured health, prescription drug, and dental plans, including recommendations regarding plan design changes, annual actuarial pricing of plan premiums (February – May), presentation to SEBAC (April – May), and annual determination of the appropriate IBNR reserving level (September – October). Task 2 - Annual Actuarial and Rating Analysis of Self-Insured Programs, including Workers' Compensation Insurance (WCI), Automobile Liability/Physical Damage, Prescribed Burn Liability, and other programs as needed, which may include analysis of historical loss and exposure data, development of indicated funding or rate levels, loss projections, reserve and IBNR estimates, and allocation methodologies. Task 3 - Annual valuation services in relation to Other Post-Employment Benefits (OPEB) calculation which must comply with the Governmental Accounting Standards Board (GASB), including preparation of actuarial assumptions, preparation of actuarial analysis for post-retirement plan, complete accounting requirements, and reporting of results.
