The Texas General Land Office (“GLO”) and the Veterans Land Board (“VLB”) (collectively the “GLO/VLB”) issues this Request For Proposals (“RFP”) to solicit proposals for credit reporting and public record lien and judgment search services. The VLB’s Land and Housing Division requires the verification of credit of all applicants who participate in its Land Loan Program. Historically, credit verifications have been completed through a credit reporting system, which electronically delivers credit, fraud, and lien/judgment results within seconds via a secure, password-protected Internet site, or via the VLB’s loan origination system, together with the location information of applicants through an online tracking system.
The selected Provider must perform credit reporting services including instant tri-merge and single credit report results for individual and joint requests with credit scores from EFX, TUC, and XPN; provide skip trace service; allow VLB to submit credit report requests via its loan origination software; provide credit reports to be directly imported into VLB's loan origination software; allow for credit file re-issues/re-access and secondary use for Fannie Mae DO automated underwriting; and provide monthly invoices with itemized details. For public record lien and judgment search services, the Provider must identify and provide mortgage fraud risk determinations and identify any liens and judgments related to applicants; allow VLB to submit public record requests via its loan origination software; provide public record reports to be directly imported into VLB loan origination software; and provide monthly invoices with itemized details.
