The specifications establish the minimum requirements for furnishing and delivering bulk liquid oxygen and performing an annual technical inspection of the City-owned liquid-oxygen storage and vaporization system at the City of Waco Dissolved Air Flotation Facility.
The contractor shall furnish all product, transportation, delivery labor, cryogenic transfer equipment, hoses, fittings, documentation, technical assistance, safety equipment, annualinspection labor and instruments, and other materials and services necessary to comply with the specifications.
The contractor shall furnish bulk liquid oxygen meeting ANSI/AWWA B304-21 quality standards for use as oxygen feedstock in onsite ozone generation for potable water treatment, delivering to the City's Dissolved Air Flotation Facility at 4620 Airport Road, Waco, Texas. The contractor must provide all necessary transportation, cryogenic delivery vehicles, transfer equipment, hoses, fittings, safety equipment, documentation (including Safety Data Sheets and Certificates of Analysis), and technical assistance for each delivery. The contractor must also perform a mandatory annual technical inspection of the City's liquid-oxygen storage tanks, piping, valves, relief devices, and vaporization equipment, providing a written condition report within ten business days. The contractor must meet routine delivery within three business days and emergency delivery within 24 hours of order, maintain 24-hour emergency contact capability, and comply with detailed pricing, measurement, invoicing, and quality-testing requirements throughout the contract.
