HHSC PCS is seeking competitive bids to establish contract(s) for as-needed locksmith services and install Security grade doors, frames, and any additional requested accessories such as handles, push bars, closers, etc. at El Paso State Supported Living Center (EPSSLC).
On-Site Visit:
HHSC will conduct two mandatory on-site visits at the location specified below on the date and time identified in the Procurement Schedule (cover page of this IFB) or on the date and time established in subsequent Addenda.

The on-site visit will include a review of the IFB requirements as well as a walk-through of the facility.
Attendance at one site visit is mandatory. Failure to attend in person will result in the disqualification of a Bidder. Bidders not listed on the attendance log will not be permitted to submit a Response.

The contractor will provide as-needed locksmith services including gaining entry to locked offices, replacing locks, recovering lost keys, extracting broken keys, and copying keys. The contractor will also install metal security doors with institution-quality hinges, self-closing door closers, lock sets with interchangeable cores, and fire-resistant glazing for windows. Door frames must be metal, coated with primer, and include intumescent strips and cold smoke seals. The contractor must replace locksets, door closers, and hinges within 48 hours of request, provide a quote on letterhead before work starts, have personnel on call 24/7, dispatch a technician within 48 hours of a work order (on site within 4 hours, or 5 hours for emergencies), and provide emergency service for night and weekend calls. The contractor must also remove or relocate locking devices, upgrade existing lock devices, and ensure all systems meet ADA requirements.
