Texas State Technical College (“TSTC”) is soliciting statements of qualifications for the selection of multiple Construction Management Services (“CMS”) firms to provide services for Indefinite Delivery Indefinite Quantity (“IDIQ”) on capital project(s) for TSTC campuses statewide in accordance with the terms and conditions of this Request for Qualifications (“RFQ”). The successful respondent(s) may be required to provide these services on TSTC projects that may run concurrently and, therefore, must be prepared to assign adequate staff with significant related experience to be available for all oversight efforts for each TSTC project.
Selected CMS firms shall have management responsibility for assigned projects, managing and coordinating the design and construction phases and related processes. The CMS firm will be a member of the construction team and act as an independent adviser on construction management matters throughout both design and construction. Responsibilities include providing comprehensive on-site construction management services, coordinating the complete project lifecycle from design through closeout, managing design and pre-construction activities, ensuring quality assurance and code compliance, administering construction and field operations, and managing closeout, turnover, and documentation.
