Central Health is soliciting proposals from qualified organizations to provide community-based mobile and/or pop-up fresh food market services and related nutrition-access supports at designated Central Health locations and other approved community sites in Travis County, Texas. The intent of this solicitation is to establish a reliable, accessible, and measurable food access service that connects Central Health patients and community members to affordable fresh foods while strengthening access to federal nutrition benefits, nutrition incentives, local and regional food systems, and related community resources.
The selected vendor will operate recurring mobile or pop-up fresh food markets at Central Health-approved locations, including Southeast Health & Wellness Center, Hornsby Bend Health & Wellness Center, Del Valle Health & Wellness Center, and other approved sites. Services include providing all personnel, vehicles, equipment, point-of-sale technology, tents/tables, signage, product displays, setup, breakdown, waste removal, and operational supplies. The vendor must accept SNAP/EBT, offer a nutrition-incentive program (e.g., Double Up Food Bucks), provide SNAP education and application assistance, source from Texas/Central Texas growers, conduct bilingual outreach, and provide monthly performance reports. The vendor must also maintain food safety certifications and comply with all applicable regulations.
