San Francisco Public Works ("Public Works") and the San Francisco Recreation and Park Department ("RPD") jointly announce a Request for Qualifications and Proposals (“RFQP”) inviting interested parties to submit their qualifications and a competitive proposal to provide pre-construction, construction management, general contracting, and value engineering services from trade subcontractors for the Embarcadero Plaza & Sue Bierman Park Renovation Project ("Embarcadero Plaza"). Interested parties responding (“Respondents”) to this RFQP are to be Construction Manager / General Contractor (“CM/GC”) teams consisting of the CM/GC and applicable trade subcontractors capable of performing pre-construction and construction services as detailed in the RFQP documents.
Scope of Work: The Embarcadero Plaza & Sue Bierman Park Renovation Project will transform approximately 5.17 acres of public open space at the foot of Market Street into a unified civic waterfront park. The Project will replace aging infrastructure and utilities, reconstruct park circulation and public spaces, improve stormwater management, erect a new performance stage, and provide new recreation and gathering amenities. The Project also incorporates stormwater gardens, native and climate-adapted planting, expanded tree canopy, site lighting, utility improvements, and historic interpretation elements that acknowledge the site's layered history, including the former Embarcadero Freeway, Vaillancourt Fountain, waterfront infrastructure, skateboarding culture, and the park's role as a civic gathering space. Existing playground and restroom facilities will remain and be incorporated into the overall park design.
The Total Estimated Construction Budget for the Project, including Pre-Construction services, is $19,000,000, with the Direct Cost of Construction estimate being $16,500,000.
Pre-Submittal Conference Information:
An Informational Pre-Submittal Conference for Proposers will be held on September 24, 2026, at 11:00 AM at Embarcadero Plaza, 1 Clay Street.
Class "A" license is required to submit a proposal.
