The City and County of San Francisco, through the San Francisco Public Utilities Commission (SFPUC), seeks responses to a Request for Qualifications (RFQ) from qualified contractors regularly engaged in various forms of civil engineering construction, including but not limited to installation and repair of: culverts, rural roads, various types of fencing, stock ponds, small bridges, rangeland infrastructure, earthwork, trails, retaining walls, and slope stabilization. Work locations will take place at various locations in the Alameda Watershed, other SFPUC properties in the nearby area and along right of way all in Alameda and Santa Clara Counties. During the course of the contract, there may be times that the firm will need access to Professional Engineers (PE) licensed in the State of California, and other specialty subcontractors.
Class “A” California Contractor’s License is required for the Application. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing.
Bid discounts and rating bonuses may be applied as per San Francisco Administrative Code Chapter 14B. The Local Business Enterprise (LBE) subcontracting requirement is 20.00% for each Master Agreement. The LBE subcontracting requirement can only be met with CMD certified San Francisco Micro LBEs, Small-LBEs, and/or PUC-LBEs. PUC-LBEs can be counted towards meeting the LBE subcontracting requirement(s). Refer to RFQ Section 8.00 CMD Requirements and CMD Attachment 6. Failure to comply with Chapter 14B requirements may result in an Application being deemed non-responsive and ineligible for Master Agreement award.
