SEPTA seeks information from qualified firms regarding technologies, integration approaches, delivery models, and realistic cost and schedule ranges for modernizing Intelligent Transport System (ITS) capabilities across its heavy rail subway system, the L (formerly Market-Frankford Line) and the B (formerly Broad Street Line), to enable passenger-facing real-time service information. Submissions due by Nov. 23, 2026 at 16:00 EST.
The work of interest covers three solution layers for the L and B lines: vehicle tracking to establish continuous reliable train location including underground segments without GPS and identify the track traveled without modifying safety-critical train control; computerized dispatching and service management connecting location data to schedules for high-frequency headway-based service and disruption management; and a passenger information system integrating location and dispatch data to generate real-time predictions, disruption information and standardized feeds for stations, signage, audio announcements and on-board systems, with interim or phased approaches also of interest.

Most Pennsylvania work asks for the two below, and the solicitation documents are where it’s stated. One prequalification covers both — on this bid and the next.
A surety’s written statement that it expects to bond you up to a stated amount, subject to final underwriting. It’s what an agency asks to see before they take your bid seriously.
