The City of San Diego (“City”) is seeking proposals from qualified consultants interested in providing the City with a comprehensive study analyzing the revenue generated by user fees and permits offered by the Parks and Recreation Department (“The Department”) to the
public and the corresponding cost to the City of providing those services.
The scope of work shall include a report on comparative fees from other municipalities or organizations to understand local market prices. The report shall ensure that: (1) the amount the City charges is no more than is reasonably necessary to cover the City’s costs of service; and (2) the manner in which those costs are allocated to a payer bears a fair and reasonable
relationship to benefit received by the payer.
