The South Dakota Department of Public Safety’s Office of Emergency Management (“State”) seeks a qualified vendor to provide professional services on behalf of the State of South Dakota
(“Consultant”) for the purpose to update the Enhanced State Hazard Mitigation Plan. Any Contract award pursuant to this RFP is conditioned upon the receipt of federal funds.
Offerors may email inquiries concerning this RFP to obtain clarification of requirements. No inquiries will be accepted after the date and time indicated in the Schedule of Activities. Inquiries must be emailed to Jim Poppen at jim.poppen@state.sd.us with the subject line “RFP #26RFP20017”.
The State will respond to offeror’s inquiries (if required) via e-mail. In addition, all inquiries and the State’s response will be posted on the state’s e-procurement system. Offerors may not rely on any other statements, either of a written or oral nature, that alter any specification or other term or condition of this RFP. Offerors will be notified in the same manner as indicated above regarding any modifications to this RFP.

The Consultant shall update the existing Enhanced State Multi-Hazard Mitigation Plan in accordance with FEMA’s current review tool and guidance. The final deliverable must meet all requirements for an Enhanced State Multi-Hazard Mitigation Plan, including all requirements of the High Hazard Dam Program. The Consultant must address and integrate all revisions and requirements identified in the previously approved FEMA plan crosswalk attached as Attachment A. The Consultant must provide a progress report to the project manager by the 15th of every month. The completed Enhanced State Multi‑Hazard Mitigation Plan must be delivered to the State no later than December 15, 2028, in Microsoft Word format. The Consultant is responsible for all edits, revisions, and resubmissions necessary to achieve FEMA approval of the Enhanced Plan no later than April 16, 2029.
