The South Dakota Department of the Military is soliciting Statements of Interest from firms interested in providing professional Architectural and Engineering services for the above referenced project. Project will include all phases of professional consulting services for renovating existing primary women's and men's latrines, locker/changing room, and showers. Design shall maximize space usage, while meeting all currently adopted
codes. Consultant shall conduct an analysis of the HVAC system for the capacity. Should HVAC components require replacement, a structural engineer may be required to verify strength limitations and required modifications to support new equipment.
Services to be provided include:
• Site Investigation
• Design Development
• Construction Administration (Later Date)
AE teams shall include and identify, but not limited to, the following services:
• Architect
• Structural Engineer (dependent on HVAC equipment analysis)
• Mechanical Engineer
• Electrical Engineer
Anticipated project timeline is as follows:
• AE Team Selection September 2026
• 30% Design Due February 2027
• 90% Design Due TBD
• Construction Documents TBD
• Bidding Opening TBD
Firms desiring to be considered for providing professional services for this project should send a Statement of Interest that
outlines their qualifications and experience for this project. Statements of Interest should clearly address each of the
following criteria:
Project approach and methodology from programming phase through closeout meeting the project requirements (20 pts)
Project teams specialized expertise, capabilities, and technical competence to meet the project requirements (20 pts)
Ability and proven history in handling special project constraints (Projects of Similar Scope, Time/Schedule, and Cost) (15 pts)
Proposed project management techniques. (15 pts)
Proven knowledge of all State of South Dakota adopted codes, National Guard Bureau Regulations, Standards, Unified Facility Criteria, and other guides. (15 pts)
Demonstrated ability to integrate codes, regulations, standards, criteria, and guides into each phase of work with extra emphasis on integration into construction plans and technical specifications. (15 pts)
Detailed QA/QC process for development of project documents to ensure accuracy and completeness along with verification that owner requirements are met (30 pts)
Firms’ policy when errors and/or omissions are found in the design, and when such errors and/or omissions are not value added to the State? (20 pts)
Availability of designated AE Team’s Project Manager to the project locale (20 pts)
AE Team’s familiarity with the Army National Guard facility (20 pts)
Resources available to perform the work, including any specialized services and their roles within the project, within the specified time limits for the project. Resumes of team member’s professional accomplishments and experience with similar projects to be included. (20 pts)
Record of past performance, including price and cost data from previous projects, quality of work, ability to meet schedules, cost control, and contract administration. Please include all projects within the last 5 years with the Dept. of the Military. (30 pts)
A technical review committee will review the submissions and select a shortlist of firms. The technical review committee respectfully requests that statements of interest be limited to 20 pages or less.
