1.1.1 Background:
The South Dakota State Employee Benefits Program offers self-funded Medical Benefits to Active employees and COBRA Participants. This RFP is being issued for Account Based Plans, which includes Health Reimbursement Accounts (HRA), Health Savings Accounts (HSA) and Medical and Dependent Care Flexible Spending Accounts (FSA) Administration Services.
1.1.2 Goals and Objectives:
The State of South Dakota seeks proposals from qualified vendors to provide comprehensive administration of its Account Based Plans, including Health Savings Accounts (HSA), Health Reimbursement Arrangements (HRA), and Health and Dependent Care Flexible Spending Accounts. The State's objective is to establish a partnership with a vendor that delivers exceptional service, innovative technology, regulatory compliance, and a positive participant experience while supporting the State's long-term Total Rewards strategy.

Each offeror may submit questions via email concerning this RFP to obtain clarification of requirements. No questions will be accepted after the date and time indicated in the above schedule of activities. Email questions to the email address listed above with the subject line “RFP#26RFP19879”. The questions and their answers will be sent to all offerors that submitted Letters of Intent, submitted questions, or requested the questions and answers via email before the proposal submittal date and will be sent by the date and time indicated in the above calendar of events. Offeror may not rely on any other statements, either of a written or oral nature, that alter any specification or other term or condition of this RFP that have not originated from the SD RFP Project Contact. Offerors will be notified in the same manner as indicated above regarding any modifications to this RFP. Offerors and their agents may not contact any state employee other than the buyer of record regarding any of these matters during the solicitation and evaluation process. Inappropriate contacts are grounds for suspension and exclusion from specific procurements.

The contractor will administer HRA, HSA, and Medical, Dependent Care and Combination Flexible Spending Accounts including designated account management, toll-free support, secure portal with balances and messaging, Monday-Friday 8 AM to 5 PM CDT customer service, open enrollment presentations and benefit fairs, summary plan descriptions, bilingual materials, debit cards, daily funding by wire or ACH, claims receipt, processing, correspondence, benefit determinations, denials and appeals, explanations of benefits, 1099 and 5498 forms, recovery of payments of $25 or more, full claims fiduciary services, auto-adjudication with State vendors, eligibility administration, reporting, and nondiscrimination testing with regulatory compliance.
