The vendor must provide captions in English, Spanish, French, German, ASL, and hybrid combinations (English/Spanish, English/German, English/French). Captioning must be at least 99% accurate, completed within 48 hours of transmission, and include metadata extraction for in-video searching. The vendor must allow client edits, provide on-demand usage reports, enable transcript downloads, and offer live captioning services. The vendor must invoice individual SCDE offices monthly and comply with ADA/508/CVAA standards and FCC rules.
