The State of South Carolina is soliciting proposals from qualified developers to design, construct, finance, operate, and maintain a public resort on Lake Hartwell property, which will culminate in a sublease agreement.
The selected Offeror will be responsible for all infrastructure development, including roads, utilities, and necessary systems, on a 325-acre peninsula with over seven miles of shoreline. The project must be a commercial development aligned with the stated purpose, excluding residential developments and time-share arrangements. All facilities must be designed for short term, non-permanent public use and comply with all applicable local, state, and federal regulations, including USACE requirements. The Offeror must also prepare and submit a Comprehensive Resort Plan, Development Plan, Master Plan, Market Study, and Feasibility Study. The sublease term may extend up to fifty years.
