The State Fiscal Accountability Authority, on behalf of the South Carolina Office of Regulatory Staff, is seeking proposals from qualified contractors to assist the South Carolina Broadband Office with compliance services for administration of BEAD deployment and non-deployment funds.
The scope includes policy and process review (peer review of SCBBO documentation, gap analysis, support program timeline and compliance oversight); project and expenditure reporting (review and reconcile subgrantee reports, package reporting in NTIA formats, facilitate Semi-Annual Performance Reporting, conduct ongoing assessment of program outcomes); technical assistance (dedicated representative to work with Grant Program Officers, timeline/milestone tracking, development of MOU documents, compliance training); compliance and monitoring (ongoing compliance and monitoring of all SCBBO-initiated grant programs and MOU-based projects, cross-verification of subgrantee compliance); and grant management software (establish central BEAD project management platform, configure program-specific requirements for Semi-Annual reporting, provide ongoing technical software support).
