Minimum Qualifications:
The following qualifications are the minimum required qualifications that a Proposer must meet for a proposal to be considered responsive:
· The Proposer or Proposer’s employees shall have five (5) years of demonstrated experience providing professional public opinion research, survey, and polling services, including research design, questionnaire development, survey administration, data collection, analysis, reporting, and presentation of findings.
· The Proposer or Proposer’s employees shall have demonstrated experience objectively analyzing and presenting research findings and survey data.
· The Proposer or Proposer’s employees shall have experience providing services to public agencies or other public-sector organizations.
· The Proposer or Proposer’s employees shall have experience conducting public opinion research involving voters, residents, or other community stakeholders.
· The Proposer or Proposer’s employees shall have experience in conducting multilingual surveys or polls, including methods for reaching and engaging populations with limited English proficiency.
