- Services Intro
- The Pennsylvania Turnpike Commission will retain an engineering firm for a project specific Open-end agreement for the services indicated below:
Provide construction management (CM) and construction inspection (CI) services for the construction of a new interchange between the Pennsylvania Turnpike and SR 0981 in Mount Pleasant Township, Westmoreland County.
Design for the project is in the early stages with the following activities occurring during the Fall of 2026: surveying, environmental investigations, traffic data collection, and geotechnical investigation. At this time the exact interchange layout is unknown; however, it is anticipated that there will be both entry and exit ramps between the Pennsylvania Turnpike and SR 0981 for both the eastbound and westbound directions of travel on the Pennsylvania Turnpike.
**The design-build-best value (DBBV) method may be utilized for construction procurement. The CM/CI prime consultant, its subconsultants, or any of its sister companies, cannot participate as a member of the DBBV team.**
Project information is based on the current design and is subject to change as design progresses. Construction may change in scope, bidding methods, schedule, or type of construction as design progresses.
This project will require CM/CI services to provide cost, schedule, and quality control, as well as to comply with all Pennsylvania Turnpike Commission, state, and federal highway construction requirements. Provide a complete office and field organization necessary to perform the required services for the project, including:
**Design Management** - Provide design management services. Attend the project kick-off meeting. Review and monitor the contractor's design schedule throughout the design phase of the project. If design tasks are falling behind schedule, request that the contractor submit a corrective action plan to meet the milestone dates in the baseline design schedule. Schedule and facilitate monthly design status meetings throughout the design phase of the project. Review design status meeting agendas prepared by the contractor. Review design status meeting minutes prepared by the contractor. Attend pre-application meetings scheduled by the contractor with permitting agencies. Review pre-application meeting agendas and proposals prepared by the contractor. Review pre-application meeting minutes prepared by the contractor. Attend utility meetings scheduled by the contractor. Review utility meeting agendas prepared by the contractor. Review utility meeting minutes prepared by the contractor. Respond to RFI's generated during the design phase of the project. Maintain design phase project correspondence within the project collaboration system.
**Design Review** - Provide design review services for contractor submittals during the design and construction phases of the project. Review submissions for compliance with AASHTO, PennDOT, PTC design standards, and contract documents. It is anticipated that the following submissions will be reviewed: specifications – specifications and special provisions; bridge design - final TS&L submission, foundation report, final bridge plans, and calculations; roadway design - design field view submission, geotechnical engineering report, final roadway plans, and calculations; maintenance and protection of traffic – design field view and final maintenance and protection of traffic plans; retaining wall(s) design - final TS&L submission(s), foundation report(s), final retaining wall plans, and calculations; environmental compliance - H&H Report(s), permit applications, E&SC plans and specifications, and post construction stormwater management plans and specifications; right-of-way - property plot plans, metes and bounds descriptions, acquisition and relocation procedures, appraisals; utilities – review utility relocation designs; construction submissions - underdeck protection shields, existing bridge demolition plan, temporary shoring design and details, site specific blasting plan, steel girder shop drawings, bearing shop drawings, and expansion joint shop drawings. Provide review comments within 10 working days unless a different review schedule is dictated by the specifications. Compile and forward review comments to the contractor in a manner that clearly dictates the intent of the comments. If design requirements are not followed, file a non-conformance report, and confirm each non-conformance report is corrected before the contractor proceeds with construction. If the contractor proceeds with construction before a design non-conformance report is corrected, notify the PTC construction project manager and issue a stop work notice to the contractor.
**Construction Observation and Documentation** - Provide full-time on-site field observation and documentation services for the purpose of determining general conformance of the contractor's work to the overall design concept and information contained in the construction contract documents. Provide home office technical support as needed for the field staff. If the construction contractor deviates from the final approved design or contract documents, file a non-conformance report, and confirm each non-conformance report is corrected by the construction contractor. If the contractor proceeds beyond such point that the non-conformance can be properly corrected, notify the PTC construction project manager and issue a stop work notice to the contractor.
Additional as-directed anticipated tasks for the CM/CI team include, but are not limited to: testing, records, meetings, partnering, estimates and change orders, schedule, project cash flow, submittals and shop drawings, correspondence, as-built drawings, diverse business monitoring, labor compliance, Commission assistance, agency and utility interaction, environmental monitoring, electronic mail, safety monitor, final inspection, merge and purge files, photographs, web page, Q-cams, field surveys, close out report, invoicing, field staffing quarterly reports, quality control program, and quality improvement training.
