Sealed bids will be received via the PennBid electronic procurement program for Municipal Cleaning Services at Upper Gwynedd Township, for a 1-year contract beginning January 1, 2027, and ending December 31, 2027. The sealed bids shall be received until 10:00 a.m. prevailing time, on Tuesday, November 17, 2026, at which time they will be publicly opened and read.
Each sealed bid must include the following completed documents
o Signed Bid Form (Appendix A)
o Detailed Cleaning Supplies Pricing (Section 9)
o Company qualifications and experience summary
o Three (3) relevant references
o Proof of insurance (see Section 5)
o Copy of business license
o Each Bidder shall execute and submit with the bid an Affidavit of Non-Collusion, in the form attached (Appendix B).

Bids must be accompanied by a Bid Bond in the amount of ten percent (10%) of the bid, made payable to Upper Gwynedd Township. A Performance Bond or certified check in the amount of 100% of the contract shall be furnished by the successful bidder within fifteen (15) days after the contract is awarded.
A mandatory on-site walk-through of the facilities will be conducted on Thursday, November 5, 2026 at 2:00 pm at the Township Municipal Building, 1 Parkside Place, North Wales, PA 19454. As this is a rebid, if you previously participated in the mandatory walk-through, you are not required to attend again,
Bids must be submitted unconditionally. No bid shall be withdrawn within sixty (60) days after the opening thereof, during which time the Township may review the bids and investigate bidders' qualifications. The Township reserves the right to waive any minor irregularities, informalities, or defects in the bid or to reject any or all bids.
