Proposals will be received electronically via PennBid by the Borough of Ellwood City, Lawrence County, Pennsylvania until 10:00 A.M., prevailing time on October 14, 2026, at which time they will be opened online and publicly posted on the PennBid website for Contract 2026-2 – CSS Separation Storm and Sanitary CCTV Inspections in Ellwood City, Lawrence County, PA.
This project consists of jetting and cleaning sanitary, storm, and combined sewers; performing internal CCTV inspections in accordance with current NASSCO standards; locating and identifying tap-ins and their sources; and providing mapping updates according to field conditions. All work is to be completed within Ninety (90) days of the Notice to Proceed.
The contract documents will be made available electronically via PennBid on September 30, 2026. This project will be administered by Michael Baker International, 100 Airside Drive, Moon Township, PA 15108. All bids must be submitted through the PennBid portal, no paper bids will be accepted. Questions about the bid shall be directed to the Borough Engineer by posting the questions in the PennBid project portal.
Each bid shall be accompanied by a Bid Bond, with original Power of Attorney or Certified Check payable to the Borough of Ellwood City in an amount of not less than ten percent (10%) of the bid total. All bids shall be irrevocable for sixty (60) days after the bid opening date. Bidders may modify or withdraw their bids prior to the bid opening time through the PennBID portal.
Bidders must comply with all Federal, State, and Local regulations pertaining to work associated with this project and will be required to submit an executed non-collusion affidavit with the bid. All contractors must also adhere to Act 127 of 2012 (Public Works Employment Verification Act). Pennsylvania Prevailing Wages are not required to be paid on this Contract.
The Borough of Ellwood City reserves the right to waive any defects, errors, omissions, mistakes, informalities, to accept any bid or combination of bids that are deemed to be in the best interest of the Borough, and to reject any or all proposals.
