This database should serve as a central communication hub between Community Preparedness staff and community coalitions/networks in the Strengthening Communities program. Most programmatic functions should be able to be done through this system. The resulting contract awarded under this RFP, is being funded with grant funding received from the US Department of Housing and Urban Development Community Development Block Grant Disaster Recovery (“CDBG-DR”). The Strengthening Communities program offers funding and training to local community and faith-based coalitions/networks to build community emergency plans, enhance local readiness, and assist with emergency preparedness, response, and recovery efforts when activated by NYC Emergency Management.

The selected database must support core functionalities including: individual profile pages for each network listing member organizations, primary contacts, program tenure, deliverables, and activation history; upload capabilities for documents and images; automated reminders for deadlines; an interactive mapping tool using Google Maps; secure messaging between networks and staff; a collaborative space for communication; staff-side features like automated notifications, internal notes, interaction tracking, and downloadable reports; specific features for Year 1 Training (visual status bar, shared training calendar), Sustainment (status bar, calendar, deliverable upload with feedback), and Activations (network-defined response capacity, API integration, activation-specific pages with messaging toolkits and reporting schedules, and downloadable Excel reports); user access and permissions for 7 Community Preparedness Staff with full administrative access and SSO, 4 Community Engagement ESF Staff with limited access, and up to 5 concurrent logins per network.
