KENNEDY (JFK) REDEVELOPMENT PROGRAM The Port Authority of New York and New Jersey (the “Port Authority”) intends to pre-qualify prospective bidders for the Work Order projects listed below. The qualification information and instructions for submission for these projects are available on-line at http://www.panynj.gov/business-opportunities/bid- proposal-advertisements.html TITLE: RFQS- 59109 – MASTER AGREEMENTS FOR GENERAL CONSTRUCTION SERVICES ON A WORK ORDER BASIS – JOHN F. KENNEDY (JFK) REDEVELOPMENT PROGRAM CONTACT: Megan Connors: Telephone: (212) 435-4663 Fax: (212) 435-4693 e-mail: meconnors@panynj.gov DUE DATE: November 5, 2019 SCOPE OF WORK: The Port Authority of New York & New Jersey (“Port Authority” or “Authority”) seeks to award Master Agreements (also referred to as “Contracts”) for General Construction Services on a Work Order basis for the John F. Kennedy Redevelopment Program (the “Project”). The Authority anticipates awarding Master Agreements to multiple firms that prequalify under this Request for Qualification Statement (“RFQS”) under three separate ranges. Work Orders issued under these Master Agreements may include, but may not necessarily be limited to, the following work types: • General Site Work • Demolition • Abatement • Structural Steel and Concrete • Airfield lighting • Airfield signage and striping • Building rehabilitation • Architectural and Building Finishes • Plumbing • HVAC • Electrical and electronic • Fireproofing • Hoists, Elevators, Escalators • Fire Protection • Masonry Firms may submit qualifications for one or more of the ranges below, but in every case must demonstrate compliance with requirements set forth in the RFQS. Range A is set aside for SBE firms. Ranges B and C are open to all firms. 1. Range A – Up to $2,500,000 (SBE set-aside) * 2. Range B – $2,500,000 to $25,000,000 3. Range C – Greater than $25,000,000 *Only PA certified small business enterprise (“SBE”) firms can qualify for Range A. The Authority estimates that the total amount of Work to be awarded under all Work Orders will be between $100,000,000 to $200,000,000. Qualification information is to be submitted by 2:00pm on November 5, 2019. It is anticipated that the bid document(s) will be available to pre-qualified bidders on a work order basis as needed. In order to pre-qualify for the above project, all participating firms must execute the Terms of Discussion and submit the Contractor’s Qualification Statement with their RFQS submittal package. The Port Authority of New York and New Jersey (Port Authority), in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Additionally, all bidders (including proposers, and respondents, as applicable) are notified that the Port Authority will ensure that, with respect to any contract/agreement entered into pursuant to this advertisement, disadvantaged business enterprises, minority business enterprises and woman-owned business enterprises, as applicable, will be afforded full and fair opportunity to submit bids, proposals and responses, as applicable, in response to this invitation, and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
