The Eugene Water & Electric Board (EWEB) requests proposals from consulting firms interested in providing consulting services in support of EWEB's Strategic Plan.
The consultant will develop a new strategic plan for EWEB, a publicly owned municipal utility serving Eugene, OR, with drinking water and electric power. The work includes seven tasks: (1) project framing and strategic foresight research to understand trends and drivers; (2) engagement with key audiences including workforce, Board of Commissioners, customers, and strategic partners; (3) confirming EWEB's mission, vision, and values; (4) envisioning the future and selecting priority strategies and multi-year themes; (5) writing and adopting the strategic plan; (6) developing high-level roadmaps for multi-year themes; and (7) identifying 2028 annual organizational goals and deliverables. The contract will start approximately December 1, 2026, and last through the end of 2027, with a firm budget not to exceed $300,000. Most work will be performed virtually from the consultant's business location.
