The consultant will provide project management and coordination with the City, USACE-PD and regulators, review existing intake, treatment and water-quality information including the 2022 Civil West feasibility study and 2022 River Design Group memorandum, perform survey, geotechnical and hydrologic/hydraulic evaluation, re-evaluate intake alternatives including relocation near Highway 99W bridge versus extension of the existing intake, validate modernization recommendations, prepare a Basis of Design for both projects, support permitting, prepare final plans, specifications and opinions of probable cost at 30, 60, 90 percent and final bid documents, develop construction sequencing and continuity-of-service strategy, and provide bidding assistance and construction-phase services under a phased contract.
