Pre-Bid Conference: A Pre-Proposal conference will not be held for this RFP.
Contractor shall recruit and maintain probability and non-probability survey panels with approximately 1,000 respondents per wave per panel type. Contractor shall receive a survey questionnaire from OHA, program and test it (providing OHA at least two weeks for testing before launch), and conduct two waves of online surveys during two-week survey windows (Wave 1 Spring 2027, Wave 2 Fall 2027), tracking participation and sending follow-up reminders to respondents. Contractor shall offer and provide varied incentives (Visa, MasterCard, Amazon, gift cards, charitable donations) approved by OHA. Within two weeks of closing Wave 1 data collection, Contractor shall deliver preliminary datasets for each panel type. Within 30 days of closing Wave 2 data collection, Contractor shall deliver final weighted datasets for each panel type combining data from both waves. Contractor shall also deliver a summary report documenting project methods including demographics, quality assurance processes, survey implementation, data processing and validation, weighting methodology, and challenges and resolutions.
