The City of Pasadena Department of Public Works, Building Systems and Fleet Management Division (BSFMD), is seeking bids from qualified vendors to furnish all labor, materials, equipment, permits, testing, startup, commissioning, and incidentals necessary to perform fueling infrastructure replacement and improvement projects at the City's fueling facility located at the City Yards.
The project consists of two independently awardable groups:
Group One - Liquid Dispenser Replacement
Replacement of eight (8) existing liquid fuel dispensers located at three (3) City fueling sites:
City Yards - Four (4) combination unleaded/diesel dispensers
Police Department - Two (2) unleaded dispensers
Civil Defense - Two (2) combination unleaded/diesel dispensers
Group Two - CNG Fueling Equipment Replacement
Furnish, deliver, and install two (2) ANGI Encore NZ1 (or equal) compressed natural gas (CNG) dispensers
Replace existing CNG time-fill fueling equipment with eleven (11) dual-hose time-fill posts
The awarded Contractor shall provide a complete and fully operational fueling system and shall coordinate all work necessary to ensure compatibility with existing fueling infrastructure, fuel management systems, and communication systems.
All work shall comply with applicable federal, state, and local laws, regulations, codes, permits, and industry standards, including requirements of the California Air Resources Board (CARB), California Code of Regulations, local fire authorities having jurisdiction, and the Certified Unified Program Agency (CUPA).
Background
The City of Pasadena Department of Public Works, Building Systems and Fleet Management Division (BSFMD) operates and maintains a municipal fueling facility that supports a fleet of more than 1,100 vehicles and equipment units utilized by multiple City departments.
The City’s fueling infrastructure includes both conventional liquid fuel dispensing equipment and CNG fueling systems. Several components of the existing fueling infrastructure have reached the end of their useful service life and require replacement to maintain safe, reliable, and efficient fueling operations.
To support continued fleet operations, improve system reliability, increase fueling capacity, and modernize aging infrastructure, the City intends to replace existing fuel dispensers, install additional CNG dispensing equipment, and replace existing time-fill fueling equipment.
The improvements contemplated under this solicitation are intended to enhance operational efficiency, improve maintainability, reduce downtime associated with aging equipment, and support the City’s long-term fleet fueling needs.
