Context
Approximately 166 parcels owned by the City of Cleveland Land Bank within Ward 7 are being targeted for development via this RFP. Encompassing portions of Detroit Shoreway, Ohio City, Tremont, Stockyards, Clark-Fulton, and the Cuyahoga Valley, this Ward’s available Land Bank land is positioned for residential infill development. These parcels, with a median square footage of 3,023 sq ft, total over 13 acres of land in the City’s near west side. With approximately 105 parcels located in Land Bank designated Market Rate areas and 61 parcels in Opportunity Market areas, the City is positioning this land for residential infill development with land bank sale proceeds intended to support other policy goals like affordable housing. Interested parties are invited to submit proposals for development of their chosen parcels alongside bids[1] for the purchase of those parcels.
Project Goal(s)
Return City Land Bank Parcels to productive residential use
Increase housing options while complementing existing urban design
Develop capital deployable citywide to establish a housing portfolio that maximizes social benefit
Solicit a broad range of proposals to identify each parcel’s best possible use through an open and transparent process
Reduce the City’s long-term maintenance burden and improve the quality of life for neighborhoods of existing land bank parcels
[1] Submitted bids will remain sealed
1.2. Background
Site Information
An interactive map and a list of available parcels including acreage, frontage, zoning, and market information for each parcel are included as attachments to this RFP’s OpenGov listing. In addition to this parcel information, a Ward 7 Fact Sheet, detailing Ward demographic and socio-economic data, is available from the Center for Community Solutions linked here.
Incentive Toolkit
The City of Cleveland provides a residential property tax abatement for new housing construction. The city has also partnered with LISC to provide financing through the Cleveland Housing Investment Fund (CHIF). See more information and find out if you qualify for City subsidy options here.
Community Uses
While the primary goal of this RFP is to turn publicly owned parcels back into homes again, the City recognizes the desire for and benefits of community gardens and greenspace. Any group wishing to use a parcel in this RFP for a community garden or other nature-based solution is encouraged to respond with a letter of intent and an identified non-profit sponsor.

2.2. Submission Requirements and Scoring
All proposals and accompanying bids should be submitted via the City’s OpenGov portal. Submissions received outside of this portal will be rejected, and the sender will be directed to re-submit via OpenGov. Upon closure of the submission window, all proposals/bids will be evaluated relative to the strength of the proposed development, its alignment with the goals and requirements listed within this RFP, and the value of the accompanying sealed bid. Comparable sales are compelling justifications of price in the accompanying bid. Responses will be scored by the City’s Asset Redevelopment Team and Ward 7-relevant Neighborhood Investment Managers and Neighborhood Planners. The City encourages all interested parties to submit a response, including individuals/teams with limited or emerging development experience. In unique cases, where one or more submission requirement is not applicable to a given respondent, responses should speak to plans to address related, anticipated challenges.
The goal of this RFP is to maximize value of the available parcels. That value may be considered as monetary or through the advancement of the City’s goals regarding social health and wellbeing. Therefore, responses are scored on a combination of bid price, the content of the technical proposal, and its alignment with the City’s long-term goals.

The City reserves the right to discontinue the Qualified List at any time. The City’s inclusion of a Qualified Developer on the Qualified List does not necessarily relieve such Qualified Developer from any City required reviews if such Qualified Developer is ultimately selected to receive a site or sites. Each Applicant has a continuing obligation, prior to and after placement on the Qualified List, to update the city regarding any material changes to information that such Applicant has provided to the City within 30 days of any such material changes, including, but not limited to material changes to information regarding investigations, subpoenas, and changes of Principal(s). Failure of any Applicant to update the City on such material changes may result in the Applicant's disqualification from consideration for inclusion on the Qualified List or, if the Applicant is already on the Qualified List, the removal of the Applicant from the Qualified List. The City reserves the right to utilize the Qualified List for other City purposes as the City deems fit.

Most Ohio work asks for the two below, and the solicitation documents are where it’s stated. One prequalification covers both — on this bid and the next.
A surety’s written statement that it expects to bond you up to a stated amount, subject to final underwriting. It’s what an agency asks to see before they take your bid seriously.
