Description of goods to services to be bid:
The New York State Energy Research and Development Authority (NYSERDA) requests applications from qualified contractors to utilize the Department of Energy State Energy Efficiency Revolving Loan Fund (DOE-EERLF) funds for projects financed by single family residential customers. NYSERDA has established a new revolving loan fund intended to spur investment in energy efficiency and decarbonization measures for single family residential housing. This program will offer low interest rate loans to low-to-moderate-income (LMI) single-family homeowners to complete energy efficiency retrofits. The establishment of a revolving loan fund will provide an on-going and accessible financial support at a low cost. Energy efficiency upgrades and retrofits will aim to reduce energy costs and improve home comfort. Projects include energy efficiency measures, including but not limited to smart-thermostats and installation of air source and ground source heat pumps. Four hundred thousand dollars ($400,000.00) per Qualified Applicant will be reserved to provide their eligible customers with low interest EERLF Loan (Loan). Funds will be reserved on a first-come, first-served basis to Qualified Applicants.

Eligibility/Qualifications Requirements/Preferences:
a. A participating contractor in active full status for a minimum of two years with PSEG Long Island Home Comfort Program or PSEG Long Island Home Performance Program.
b. A participating contractor in active full status for a minimum of one year with the Green Jobs-Green New York (GJGNY) Residential Financing Program with a minimum of ten (10) approved and completed projects financed by GJGNY loans.
