Summary of Revisions 6/15/2026
The following changes have been made to PON 3701, On-site Energy Manager Program:
• Various programmatic updates and clarifications throughout the PON including but not limited to the OsEM bonus, cost-share eligibility, building eligibility, and invoicing.
• Attachment B: OsEM Concept, Attachment C: Scope of Work Requirements, and Attachment D: Budget Template can now be found on the OsEM Program Resources webpage: https://www.nyserda.ny.gov/All-Programs/On-Site-Energy-Manager/Resources
o These attachments have been removed from PON 3701.
• Attachment E: Terms and Conditions has been updated and re-lettered to Attachment B: Terms and Conditions.
• Scope of Work Requirements:
o The Climate Resiliency Questionnaire is required for all new applications and has been added as a task and deliverable.
o The FlexTech PSS is a required final deliverable at the completion of the OsEM engagement.
SUMMARY OF REVISIONS 10/27/2025
The following changes have been made to PON 3701, On-site Energy Manager Program:
• Applications will be accepted on a first-come, first-serve basis dependent on funding availability until December 31, 2030 by 3:00 PM Eastern Time.
• Attachment A: On-site Energy Manager Application has been removed and replaced with a new Application User Guide.
• Section IV. Funding & Invoicing
• Updated to reflect one post-engagement bonus, effective 1/1/2026.
• Section V. Program Participation
• Section added to provide information on applying to the program.
SUMMARY OF REVISIONS
The following changes have been made to PON 3701, On-site Energy Manager Program:
• Adjusted cost-share to 75% for Industrial Customers in Disadvantaged Communities.
• Adjusted cost-share to 75% for Commercial Hospital projects meeting the Safety Net or Disadvantaged Community designation criteria.
• Adjusted cost-share to 90% for P-12 School Priority Districts.
• Unless otherwise approved by NYSERDA, an On-site Energy Manager must account for a minimum of 75% of the total hours funded under the engagement.
• Various programmatic updates and clarifications throughout the PON and attachments.
