REQUEST FOR PROPOSAL (RFP) No. 0000241
ATLANTIC CITY RAIL SHUTTLE SERVICE
NJ TRANSIT is requesting Proposals from Carriers to provide regular route local bus services in
the Atlantic County, New Jersey area. The Carrier will demonstrate knowledge of NJ TRANSIT’s
business and will have experience in performing the aforementioned services.
All Carriers submitting Proposals for this project must have related experience of a similar
magnitude for the requirements of this procurement. NJ TRANSIT is requesting Proposals from
Carriers with the intention of awarding a contract to the Carrier whose qualifications and Proposal
are advantageous to NJ TRANSIT, price and other factors considered. Factors include, but are
not necessarily limited to, the proposed approach to the specific routes and tasks outlined in the
enclosed material, including qualifications of individuals, experience of the Carrier, references,
understanding of the project, and proposed costs. Background information, project description,
Scope of Services, instructions for Proposers and evaluation criteria can be obtained by visiting
www.bidexpress.com. To obtain the Request for Proposal (RFP) and all proposal documents,
interested Carriers must register with Bid Express at www.bidexpress.com. There is no cost
to register or upload a proposal.
NJ TRANSIT’s Pre-Proposal Conference will be held utilizing a telephone and video conference
via Microsoft Teams, which is scheduled for the date and time specified in Attachment D (subject
to change by Addenda) to the RFP, for the purpose of discussing general information relating to
the project.
The RFP Instructions and Attachment D list all deadlines and requirements for submitting
