NJ TRANSIT NOTICE TO PROPOSERS REQUEST FOR PROPOSAL (RFP) No. 0000186 MANAGEMENT, OPERATION, AND MAINTENANCE OF RAIL STATION COMMUTER PARKING FACILITIES NJ TRANSIT is requesting Proposals from qualified consulting firms to provide management, operation and maintenance of up to four (4) groups of rail station commuter line parking facilities with the intention of awarding contracts to the contractor(s) whose Proposal(s) is most advantageous to NJ TRANSIT, price and other factors considered. To obtain the Request for Proposal (RFP) and all proposal documents, interested firms must register with Bid Express at www.bidexpress.com. There is no cost to register or upload a proposal. NJ TRANSIT’s Pre-Proposal Conference will be held utilizing a telephone and video conference via Microsoft Teams, which is scheduled for the date and time specified in Attachment D (subject to change by Addenda) to the RFP, for the purpose of discussing general information relating to the project. The RFP Instructions and Attachment D list all deadlines and requirements for submitting Proposals. Technical Proposals and Cost Proposals must be received on or before Tuesday, August 11, 2026 at 11:00 A.M., EST via Bid Express. NJ TRANSIT further requires that its Consultants agree to take all necessary and responsible steps in accordance with N.J.S.A. 52:32-17 et seq.; N.J.S.A 52:32-31.1 et seq., and N.J.A.C. 17:13-1.1 et seq.; N.J.A.C. 17:14-1.11 et seq., and other applicable rules and regulations to ensure that Small Business Enterprises (SBEs)/Disabled Veteran-Owned Businesses (DVOBs) have the opportunity to participate in the performance of this Contract.
