NJ TRANSIT NOTICE TO PROPOSERS REQUEST FOR PROPOSAL (RFP) No. 0000162 New York Waterway Hybrid Ferry Retrofit Project NJ TRANSIT in conjunction with New York Waterway (NYW) is requesting proposals from qualified firms for the New York Hybrid Ferry Retrofit Project, which aims to convert two (2) vessels from diesel propulsion to battery-electric systems, with the option to increase the scope of services to include an additional four (4) vessels. This project is subject to continuing satisfactory performance and availability of funds at NYW and NJ TRANSIT’s sole discretion. It is the intention of NJ TRANSIT to award a contract to the organization(s) whose Proposal offers the best value to NJ TRANSIT. To obtain the RFP and all proposal documents, interested firms must register with Bid Express at www.bidexpress.com. There is no cost to register or upload a proposal. NJ TRANSIT’s Pre-Proposal Conference will be held utilizing a telephone and video conference via Microsoft Teams, scheduled for the date and time specified in Attachment D (subject to change by Addenda) to the RFP, for the purpose of discussing general information relating to the project. The RFP Instructions and Attachment D list all deadlines and requirements for submitting Proposals. Technical and Cost Proposals must be received on or before August 3, 2026 at 11:00 A.M. In accordance with Interim Final Rule, effective October 3, 2025 (90 F.R.47969) be advised that there is no Disadvantaged Business Enterprise (DBE) goal assigned to this procurement. Proposers are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.C.A. 17:27.
