School Energy Efficiency Development (SEED) Grant Program

Through the School Energy Efficiency Development (SEED) Grant Program, the New Hampshire
Department of Energy (Department) provides support and technical assistance to schools in
small communities to implement energy efficiency projects and make necessary upgrades to
their school buildings. The Department intends to provide at least two grants to at least two
schools for energy efficiency projects (projects) in 2026-2027. The Department is seeking
proposals from qualified professionals with expertise in energy efficiency projects and
improvements to provide technical monitoring related to the projects. Women-owned,
veteran-owned, and/or minority-owned businesses are strongly encouraged to apply.
The Department will only consider bids in response to this RFP that propose a total cost of no
more than $9,000 per project. The maximum amount of funding available per project is $9,000
and the Department intends to award at least two grants. Only one proposer will be awarded.
Projects awarded SEED funding must be completed no later than March 31, 2028.
Electronic proposals must be received at the Department no later than 12:00 p.m. EST (Noon)
on September 15, 2026. If the Department decides to award a contract at the conclusion of this
Request for Proposals (RFP), any contract award is contingent upon approval of the contract by
the New Hampshire Governor and Executive Council (Governor and Executive Council).
