RFI - NCDMS Watershed Plan Updates - Cape Fear 03030004

The work involves updating an existing Local Watershed Plan (LWP) for the Middle Cape Fear/Kenneth and Parker Creek planning area within the Cape Fear 03030004 HUC8. The vendor should address multi-scale functional assessments and evaluations of existing assets, future land use, and impacted or degraded aquatic resources to identify areas suitable for compensatory mitigation projects. The update should re-assess current watershed dynamics, identify critical and high-quality resources and cost-effective restoration opportunities, and serve as a pilot process for incorporating flood mitigation strategies with NCDMS watershed planning activities, particularly through the Natural Infrastructure Flood Mitigation Program. Work includes stakeholder engagement, watershed data collection and analysis using existing statewide or local datasets, hydrographic and hydrologic-hydraulic modeling, field data collection methods, development of transparent and data-driven prioritization methodologies, site-level modeling and identification of potential restoration projects and priority preservation areas, integration of flood resiliency planning and nature-based solutions, and evaluation of policy changes and regulatory updates at federal, state, and local levels.
