NOTICE TO PROSPECTIVE BIDDERS
Subject: Invitation to Bid on Purchase Order Contract PRB.40748
County: McDowell
Project Description: Helene Relief – Construction of Standard and Modular Bridge Replacement
at: 95 Miracle Drive, Woodlawn, NC
The North Carolina Department of Public Safety Emergency Management Division and the
Department of Transportation are requesting bids for the construction of Standard and Modular
Bridges on private roads over the Cox Creek at 195 Miracle Drive in McDowell County to be let
at 2:00 PM on Wednesday, November 4, 2026.
The date of availability for bridge construction at site is the date the Contractor begins work, but
not before December 1, 2026 and no later than July 4, 2027.
The completion date for this contract is the date that is sixty (60) consecutive calendar days after
and including the date of availability.
Because of the unusual nature of the work involved and in order for all prospective bidders to
have extensive knowledge of the project, an open, virtual Pre-Bid Conference will be held for all
interested parties on Wednesday, October 21, 2026 at 10:00 am.

This is not a mandatory pre-bid conference however all potential bidders are strongly
encouraged to attend.
The contractor will be responsible for the complete construction of a single-lane steel beam bridge (standard or modular) on private roads, including removal of the existing bridge, foundation excavation, installation of driven steel piles, drilled-in piles, or spread footings, concrete work for end bents and caps, supply and installation of the superstructure (steel beams, timber decking, or modular panels), approach fill, rip rap, erosion and sediment control measures, and all associated labor, materials, and equipment. The contractor must also provide and install traffic control devices, conduct micropile verification load tests, and submit sealed design plans for the modular bridge superstructure if that option is chosen. The work also includes asbestos assessment, selective tree removal, and seeding and mulching.
