Description
IMPORTANT: Suppliers who do not currently have access to the Multco Marketplace Supplier Portal will need to

no fewer than 5 days prior to the Sourcing Event closing date to allow the County sufficient time to review your
request.
INTRODUCTION
Multnomah County (County) seeks information from firms that are interested in providing transit service in rural
Multnomah County. Information gathered as a result of this Request for Information (RFI) may assist the County in a
potential future solicitation and provide the County knowledge of available services or products in the market place.
There shall be no monetary exchange or contract resulting from this RFI. The County, at its sole discretion, may ask
follow-up questions or seek clarification of information provided by any or all qualified respondents.
BACKGROUND
Since 2020, Multnomah County has provided rural transit services that are funded by the Statewide Transportation
Improvement Fund (STIF) program. STIF funding supports access to jobs, improved mobility, congestion relief, and
reduced greenhouse gas emissions across Oregon. Approximately $50,000 per year has historically been provided for
this service.
The purpose of this service is to provide transit connections for rural residents of Multnomah County. Priority is given
to the elderly, disabled, and those who do not have access to a vehicle who are:
* Traveling within the rural area of Multnomah County;
* Traveling to or from rural Multnomah County and the TriMet service area; and
* Traveling from rural Multnomah County to destinations in adjacent parts of Columbia, Washington and
Clackamas counties.
POTENTIAL SCOPE OF PROJECT
Multnomah County seeks responses from firms interested in providing one or both of the following two services:
Demand-Response and Group Service. A provider does NOT need to provide both services to respond to this RFI.
Demand-Response Service
Door-to-door (or door-to-transit stop) demand-response (aka ‘dial-a-ride’) service serving rural Multnomah County
(generally areas of Multnomah County outside of but adjacent to the TriMet service area). Minimum of weekday
service; possibility of weekend service. Trip volume has ranged from 0 to 6 rides per month, but the County would like
to partner with a transit provider interested in growing this service.
Group Service
Group Service consists of regularly scheduled group trips to a common destination such as a community center or
supermarket. Groups may consist of 3-8 riders and may include people who are wheelchair users, have mobility
issues or other special needs. While most riders will be picked up at a common location, the shuttle may deviate to
pick up riders at home if prescheduled. The anticipated frequency of service would be up to 4 trips per month, with
trips lasting approximately 3 hours not counting deadhead time.
Considerations for Both Services:
• Transportation is open to anyone, with priority given to riders who are elderly, disabled, or do not have access
to a vehicle.
• While most riders are ambulatory, providers must have the ability to serve riders with mobility or special needs
(elderly, disabled, cannot transfer to fixed-route transit, etc.).
• Providers must be able to transport wheelchair users without transferring out of the chair.
• All trips will either start or end within Multnomah County. If there is travel outside of Multnomah County, there
may be limits placed on trip length.
