The following special provisions are hereby made part of the contract and supplement
and/or supersede any sections of the Standard Specifications of Road and Bridge Construction,
adopted by the Montana Department of Transportation and the Montana Transportation
Commission and all supplements thereto in conflict therewith.

The Question-and-Answer Forum opens at 5:00 p.m. on the bid letting advertisement

1. PROJECT DESCRIPTION [102]
The North of Stevensville-North project is a reconstruction of roadway to include grading,
gravel, plant mix surfacing, curb & gutter, PCCP, drainage, irrigation, guardrail, centerline and
shoulder rumble strips, fencing, signing, delineation, lighting and striping on the North of
Stevensville – North project in Ravalli County. The roadway will be widened to allow for wider
shoulders, a center two-way left turn lane and mailbox turnouts. A 4-legged roundabout will be
included at the Ambrose Creek Road/Moiese Lane intersection with S-203.
The project begins at RP 4.0 on S-203 (Eastside Highway), about four miles north of
Stevensville (350 feet south of Moiese/Wildfowl Lane), and extends northerly 6.0 miles to RP
10.1, about 300 feet north of Huckleberry Lane (about 0.3 miles south of the Eight Mile Creek
Road roundabout). This project is in Ravalli County.
2. CONTRACT TIME – FLEX TIME PROCEED DATE [108] (REVISED 1-21-16)
A. General. This provision modifies Subsection 108.02 of the Specifications.
B. Notice to Proceed. The notice to proceed will be issued with an effective date of
November 16, 2026. The Contractor may change the notice to proceed date to an earlier date if
written notification is received at least ten calendar days in advance of the date selected and the
selected date is approved by the Project Manager. Include an updated schedule with the

C. Contract Time. Contract time assessment will begin on the notice to proceed
date issued by the Department or as changed by the Contractor, whichever is earlier. Work is
to be completed in 235 working days.
3. TRAFFIC CONTROL PLAN [618] (ADDED 8-6-2026)
A. Provide a traffic control plan and written narrative meeting the requirements of
the contract and 618. Submit detailed traffic control plans on aerial overlays. Specifically,
address any contract-specific sequence of operations.
B. Method of Measurement. Traffic control plans are measured by Lump Sum. All
work associated with creating, submitting, correcting, updating and meeting the contract’s
requirements is considered incidental to the item.
C. Basis of Payment. Partial payments for the Traffic Control Plan will be based on
the lump sum contract price at the rates listed below.

4. MAINTENANCE OF TRAFFIC
In addition to the requirements of Subsection 104.05, Maintenance of Work, and
Subsection 108.04, Limitations of Operations, schedule operations to provide the least amount
of inconvenience possible to the traveling public and adjacent property owners.
A. Maintain access to and from the premises of the adjacent property owners at all
times. Provide a smooth transition for turning in and out of approaches.
B. Adequately provide for the travel of emergency services vehicles at all times
during emergencies.
C. Maintain a minimum of one-lane alternating traffic throughout construction. The
maximum continuous length allowed for one-lane alternating traffic is two miles. In the case two
miles of single lane traffic causes an accumulative delay of 20 minutes or greater, a reduced
length in single lane traffic will be required. Do not allow the travel time from the beginning of the
project to the end of the project to exceed 30 minutes. Coordinate with the local schools so
single lane traffic does not delay bus routes.
Restore traffic to normal traffic flow when practicable. Normal traffic flow is defined as
two through lanes (one in each direction) with two-way traffic flow unimpeded by traffic control
devices, reduced widths, or flagging.
D. Road closures will not be allowed on S-203. Provide at least one 12-foot-wide
traffic lane throughout construction.
E. All traffic control entailed by this special provision, and other specials included in
the contract will be measured and paid for at the unit quantities and prices bid for the respective
items of the contract.
5. SEQUENCE OF OPERATIONS (AMBROSE CREEK RD ROUNDABOUT DETOUR)
A. Description. This work is the sequencing and phasing of construction operations
and alternate detour routes to complete roundabout and approach legs in accordance with the
construction and timing requirements, and as outlined in the Sequence of Operations special
provision.

C. Construction Requirements. Sequence the construction operations in
accordance with the following phase requirements. Alternate sequencing and detour routes
may be allowed at the discretion of the Project Manager and Ravalli County Commissioners.
Construct the roundabout and approach legs as outlined in the plans and special
provisions, and in accordance with Section 202 of the Standard Specifications.
1) Install a temporary culvert across the existing irrigation channel under the detour
as outlined in the plans. Construct a new 2-lane detour northwest of the existing roadway and
Ambrose Creek Road intersection, outside the footprint of the new roundabout and north and
west approach legs, following the detour alignment as outlined in the plans, in accordance with
Section 206 of the Standard Specifications.
2) Install traffic control in accordance with Section 618, Detailed Drawings, the
plans, the MUTCD, and this special provision, on detour/alternate routes for Ambrose Creek
Road and Moiese Lane. Ambrose Creek Road and Moiese Lane’s access onto S-203 can be
closed for a maximum of 2 months while the roundabout and approach legs are constructed.
Prior to signing detour/alternate routes for Ambrose Creek Road, apply aggregate treatment
(magnesium chloride) to Tripp Lane to the full gravel roadway width between 3 Mile Creek Road
and Ambrose Creek Road. Apply additional applications of magnesium chloride to Tripp Lane
during the duration of the detour route, as needed to control dust pollution, at the discretion of
the Project Manager and Ravalli County Public Works Director. The following detour/alternate
routes are proposed:
a) Ambrose Creek Road.
(1) Alternate/Detour route south of Ambrose Creek Road.
(a) Detour traffic heading east onto Stevensville Airport Road, next heading north
onto Illinois Bench Road, until you reach Ambrose Creek Road (approx. detour length = 4.4
miles).
(2) Alternate/Detour route north of Ambrose Creek Road.
(a) Detour traffic heading east onto 3 Mile Creek Road, next heading south onto
Tripp Lane, until you reach Ambrose Creek Road (approx. detour length = 1.5 miles).
b) Moiese Lane.
(1) Alternate/Detour Route
(a) Detour traffic heading east onto southern Moiese Lane access (approx. detour
length = 1.0 miles).
3) Divert S-203 traffic onto the new 2-lane detour.
4) Construct all irrigation and drainage features within the roundabout and approach
legs, and construct the roundabout, the north, south, west and east approach legs and all other
items included herein.
5) Divert traffic to the newly constructed roundabout and approach legs.
6) Remove the detour and temporary detour culvert in accordance with Section 206
of the Standard Specifications. Perform detour revegetation following the requirements in
special provision “Detours - Wetland Revegetation”.
a) Remove traffic control on detour/alternate routes for Ambrose Creek Road and
Moiese Lane.
(1) Perform pavement repairs to existing asphalt County roads that were
damaged/rutted/potholed while being used as detour/alternate routes during construction,
including Stevensville Airport Road, Illinois Bench Road, Ambrose Creek Road (outside
approach reconstruct area adjacent to S-203), and 3 Mile Creek Road, at the discretion of the
Project Manager and Ravalli County Public Works Director.
Upon completion of roundabout and approach legs, complete all remaining construction
activities. Single lane closures are allowed during this work.
Upon completion of all work, remove temporary traffic modifications on S-203 and
restore traffic to normal traffic flow.ADVERTISED COPY

D. Method of Measurement and Basis of Payment. The sequence of operations is
not measured for payment; it is included in the cost of other items. Payment for aggregate
treatment and any repairs needed to the detour routes will be made in accordance with
Subsection 109.04.
6. SEQUENCE OF OPERATIONS (THREE MILE CREEK CULVERT – STA. 280+73)
A. Description. This work is the sequencing and phasing of construction operations
to complete the culvert replacement at Three Mile Creek (station 280+73) in accordance with
the construction and timing requirements and following the requirements in special provision
“Sequence of Operations”.
B. Materials. Vacant
C. Construction Requirements. Sequence the construction operations in
accordance with the following phase requirements. Alternate sequencing may be allowed at the
discretion of the Project Manager.
Dewatering measures may be needed to maintain the water level below the bottom of
excavation elevation. Perform dewatering measures following the requirements in special
provision “Dewatering”.
Construct the culvert removals and replacement as outlined in the plans and special
provisions, and in accordance with Section 202 of the Standard Specifications.
1) Temporarily divert Three Mile Creek through the existing 54” corrugated metal
pipe (CMP) overflow culvert at station 281+13 (northerly culvert), by bypass pumping under the
highway, following the requirements in special provision “Temporary Channel Diversion”. Install
temporary culvert extensions on the inlet and outlet ends to accommodate the detour grading
slopes, as outlined in the plans.
2) Shift all traffic (single lane alternating two-way traffic) to the southbound (SB)
lanes. Place temporary barrier rail and temporary impact attenuators centered near existing
PTW.
3) Remove a portion of the inlet of the existing 85” x 131” structural steel plate pipe
arch (SSPPA) culvert (southerly culvert) at station 280+75, to the extent necessary to construct
the Phase 1 detour.
4) Phase 1 (Culvert Outlet Construction)
a) Construct Phase 1 detour across the inlet (project right) side of the southerly
culvert following the detour alignment as outlined in the plans, in accordance with Section 206 of
the Standard Specifications. Place temporary barrier rail and temporary impact attenuators on
the left side of phase 1 detour.
b) Divert single lane alternating traffic to the phase 1 detour.
c) Remove the remainer of the existing southerly culvert (outlet/project left side).
d) Construct the outlet half of the new 18’ x 11’ reinforced concrete box (RCB)
culvert.
5) Phase 2 (Culvert Inlet Construction)
a) Construct Phase 2 detour over top of the outlet side of the new RCB culvert
following the detour alignment as outlined in the plans, in accordance with Section 206 of the
Standard Specifications.
b) Place temporary barrier rail and temporary impact attenuators on the left and
right sides of phase 2 detour. Divert single lane alternating traffic to the phase 2 detour.
c) Install the inlet (project right) remaining half of new RCB culvert.
6) Construct concrete sills at each culvert end as outlined in the plans. Place culvert
infill inside the new RCB culvert following the requirements in special provision “Culvert In-Fill &
Aquatic Organism Passage Requirements”, and as outlined in the plans.
7) Construct new bioengineered bank on the inlet and outlet of Three Mile Creek
following the requirements in special provision “Bioengineered Bank”, and as outlined in the

8) Restore Three Mile Creek to flow into the new/existing inlet and outlet channels
and through the new RCB culvert following the requirements in special provision “Temporary
Channel Diversion” and satisfying all requirements of section 208.03.3.
9) With single lane alternating traffic remaining in the Phase 2 detour, remove the
inlet (project right) half of the existing northerly culvert, and remove the temporary culvert
extension on the inlet end, and backfill the void with embankment.
10) Reconstruct the roadway in the northbound (NB) lane across both culvert
sections.
11) Divert single lane alternating traffic to the reconstructed NB lane.
12) Remove the outlet (project left) remaining half of the existing northerly culvert,
and remove the temporary culvert extension on the outlet end, and backfill the void with
embankment.
13) Reconstruct the roadway in the SB lane across both culvert sections.
14) Remove the detours and perform detour revegetation as needed (only if outside
the footprint of proposed mainline reconstruction) in accordance with Section 206 of the
Standard Specifications and following the requirements in special provision “Detours - Wetland
Revegetation”. Any detour embankment that’s to remain in place in its final position must meet
standard embankment requirements in accordance with Section 203.
15) Upon completion of culvert replacement and removals, complete all remaining
construction activities across the Three Mile Creek area. Single lane closures are allowed
during this work.
16) Upon completion of all work, remove temporary traffic modifications and restore
traffic to normal traffic flow.
D. Method of Measurement and Basis of Payment. The sequence of operations is
considered incidental to the project and is not measured for payment. The sequence of
operations is included in the cost of other items.
7. SEQUENCE OF OPERATIONS (CULVERT – STA. 304+89)
A. Description. This work is the sequencing and phasing of construction operations
to complete the culvert replacement north of Mountain Springs Road (new culvert at station
304+89) in accordance with the construction and timing requirements and following the
requirements in special provision “Sequence of Operations”.
B. Materials. Vacant
C. Construction Requirements. Sequence the construction operations in
accordance with the following phase requirements. Alternate sequencing may be allowed at the
discretion of the Project Manager.
Dewatering measures may be needed to maintain the water level below the bottom of
excavation elevation. Perform dewatering measures following the requirements in special
provision “Dewatering”.
Construct the culvert removal and replacement as outlined in the plans and special

the new culvert is being installed, by bypass pumping under the highway, following the

extension on the inlet end to accommodate the detour roadway and grading slopes, as outlined
in the plans.
2) Phase 1 (Culvert Inlet Construction)
a) Shift all traffic (single lane alternating two-way traffic) to the SB lanes on existing
PTW. Place temporary barrier rail and temporary impact attenuators centered near existing
PTW project right.
b) Construct the inlet (project right) half of new 96” corrugated steel pipe (CSP)

3) Phase 2 (Culvert Outlet Construction)
a) Construct Phase 2 detour over top of the inlet (project right) side of the new
culvert following the detour alignment as outlined in the plans, in accordance with Section 206 of
the Standard Specifications. Place temporary barrier rail and temporary impact attenuators on
the left side of phase 2 detour.
b) Divert single lane alternating traffic to the phase 2 detour.
c) Construct the outlet remaining half of the new CSP culvert.
d) Place culvert infill inside the new culvert following the requirements in special
provision “Culvert Infill Requirements”, and as outlined in the plans.
e) Restore drainage to flow into the existing inlet and outlet channels and through
the new culvert following the requirements in special provision “Temporary Channel Diversion”,
and satisfying all requirements of section 208.03.3.
f) Remove the outlet (project left) half of the existing culvert at station 305+18 and
backfill the void with embankment.
g) Reconstruct the roadway in the SB lanes across the culvert.
4) Divert single lane alternating traffic to the reconstructed SB lanes.
a) Remove the inlet (project right) remaining half of the existing culvert at station
305+18 and remove the temporary culvert extension on the inlet end and backfill the void with
embankment.
b) Reconstruct the roadway in the NB lanes across the culvert.
5) Remove the detours and perform detour revegetation as needed (only if outside
the footprint of proposed mainline reconstruction) in accordance with Section 206 of the
Standard Specifications and following the requirements in special provision “Detours - Wetland
Revegetation”. Any detour embankment that’s to remain in place in its final position must meet
standard embankment requirements in accordance with Section 203.
6) Upon completion of culvert replacement, complete all remaining construction
