The contractor will serve as the Program Evaluator for the MSDH WISEWOMAN Program. Responsibilities include: developing an Evaluation Plan and Logic Model within 30 days of award; reviewing, cleaning, and analyzing program data (including CDC MDE) on a quarterly cycle; conducting stratified analyses (e.g., race/ethnicity, rural/urban, payer status); performing fidelity assessments for priority interventions (e.g., SMBP); designing and carrying out qualitative activities (e.g., key informant interviews, focus groups); producing Quarterly Data Briefs (≤10 pages) and an Annual Evaluation Report; maintaining a secure Power BI dashboard refreshed at least monthly; conducting quarterly learning sessions for staff and partners; providing ad hoc consultation on data collection tools and workflow optimization; maintaining SOPs for data management, privacy, and reporting; and executing DUAs, BAAs, and secure data transfer protocols. The contractor will also attend monthly CDC meetings and project leadership team meetings, and provide training and technical support on data collection and evaluation.
