Furnish and Install 8-inch PVC C900 Force Main and 8-inch PVC C900 Water Main along SW 152nd St

1.00 SCOPE
The Project, including mobilization and demobilization, consists of furnishing and installing water
main and sewage force main improvements as described below.
FORCE MAIN
The Project, including mobilization and demobilization, consists of furnishing and installing
approximately 6,330 linear feet of 8-inch diameter PVC C900 DR18 pipe for a Sewage Force
Main. The pipeline will extend along SW 152nd Street from SW 77th Ave to SW 74th Ave, and
from SW 72nd CT to the west side of the canal at the Paradise Point Drive entrance to Royal
Harbour Yacht Club. The installation includes ductile iron (D.I.) zinc-coated and polyethylene encased
fittings, as well as joint restraints.
Additionally, the project involves the placing of service and grout filling of approximately 1,930
linear feet of 8-inch D.I.P. force main and about 570 linear feet of 6-inch D.I.P. force main. Tasks
involve exploratory excavation for connections to existing 6-inch through 16-inch pipes and a6
existing utility crossings, one connection to an existing reducer with an 8-inch 45-degree bend,
and the installation of one 16” M.J. plug valve. Cut-in plug connections to existing sewage 8-inch
and 6-inch force main will be made for grout injection and abandonment in place.
The scope also includes locating the existing 6-inch force main west of the canal crossing,
connecting it to the existing 6-inch sewage force mains, and installing mechanical joint restraints
as necessary. Additional project components include automatic air release valve assemblies for
the sewage force mains, polyethylene encasement for ductile iron valves, fittings, and restraints,
as well as sheeting, and shoring, and any additional suitable backfill if required.
Coordination with the Miami-Dade Water and Sewer Department (MDWASD) is essential for all
connections, including those to adjacent sewer services. The project will also furnish all materials,
equipment, and supplies necessary for cleaning and testing the force main. The scope also
includes the removal of existing asphalt pavement, sod, and legal disposal of demolition material.
Traffic control, as well as the temporary and permanent replacement of any damaged pavement,
driveways, sod, landscaping, and pavement markings, are also part of the project.

WATER MAIN
The Project, including mobilization and demobilization, involves furnishing and installing
approximately 1,860 linear feet of 8-inch diameter P.V.C. C-900 DR18 pipe for a new water main.
It also includes ductile iron (D.I.) fittings that are zinc-coated and polyethylene wrapped, with joint
restraints, along SW 152nd Street, from SW 67th Avenue to the west side of the canal at Paradise
Point Drive and the entrance to Royal Harbour Yacht Club.

Additionally, the project includes abandoning in place and grouting approximately 1,950 linear
feet of 16-inch D.I.P. water main. The work also involves digging to make connections to the 16-
inch water main and to cross existing utilities, installing one (1) resilient seated gate valve; two
(2) fire hydrant assemblies with 6-inch PVC C900 DR18 fire hydrant lead piping and 6-inch gate
valves; two (2) 1-inch long water services, and connecting to an existing 16-inch butterfly valve
using a 16-inch x 8-inch D.I. reducer.
Other tasks include installing one 8-inch solid sleeve, making plug connections to the existing 16-
inch water main for grout injection and abandonment, and installing air release valve assemblies
for water main. The project also involves sheeting and shoring, which may stay in place if ordered
by the Engineer, and coordinating with MDWASD for all connections, including to nearby water
services.
Additional work includes providing suitable backfill and compaction as needed, furnishing all
materials, equipment and supplies required for cleaning, testing and disinfecting the mains as well
as the removal of existing asphalt pavement, sod and demolition materials. The project also
requires the transport, salvage and legal disposal of demolition materials, placing existing water
mains out of service once the work is completed.
Finally, the project includes the temporary and permanent replacement of any pavement,
sidewalk, sod, pavement markings and/or driveway damage during construction, along with all
other appurtenant and miscellaneous work for a complete and fully functional installation.
The Project is in a portion of Section 22-27, Township 55, Range 40 E, in the Village of Palmetto
Bay, in Miami-Dade County, Florida.
The intent of this Project is to replace Department-owned water and wastewater facilities
that are deficient due to age, capacity, or documented condition, and that affect reliable service
within the project limits. If, during construction, the Department identifies additional facilities that:
(a) are within or adjacent to the project corridor, or (b) are directly connected to the facilities being
replaced and necessary to maintain reliable service, the Department may approve adjustments
to the Project scope to include such facilities. Any such adjustments will be documented by the
Department, must demonstrate a direct relationship to the Project's purpose of maintaining
continuous and reliable service, and be executed in accordance with the contract provisions
governing changes in work.

1.01 MINIMUM REQUIREMENTS OF THE BIDDER
A. License Requirements

1. At the time of Bid and pursuant to the requirements of Section 10-3 of the
   Code of Miami-Dade County, Florida and these Solicitation and Contract
   Documents, the Bidder must hold a valid, current, and active:
   a. Certificate of Competency from the County's Construction Trades
   Qualifying Board as a General Engineering Contractor or as a
   Pipeline Engineering Contractor. The Pipeline Engineering
   Contractor shall subcontract with a qualified contractor any work
   which is incidental to the pipeline specialty but is specified in the
   aforementioned Code as being the work of other than that of the
   Engineering Specialty for which certified;
   or

   b. Certification, as a General Contractor or as an Underground Utility
   and Excavation Contractor, provided by the State of Florida
   Construction Industry Licensing Board, pursuant to the provisions
   of Section 489.115, Florida Statutes.

MINIMUM EXPERIENCE REQUIRED:
B. Experience

1. In addition to the license requirements in Section 1.01, A above, the Bidder
   must have a minimum of three (3) years of experience, under its current
   business name (which can include the experience of key supervisory
   employees that would man the project), in the construction of roadway/
   horizontal projects of similar scope and scale involving public right-of-way
   construction/ installation/ repair/ replacement of water main distribution
   systems and/or sanitary sewer main collection systems, and maintenance
   of vehicular traffic, supported by references for three (3) projects completed
   within the past ten (10) years. Submitted reference Projects must
   demonstrate that the Bidder served as the Prime Contractor for the
   referenced Projects provided.
2. The Bidder must demonstrate that it has full-time personnel with the
   necessary experience to perform the Project's Scope of Work. This
   experience shall include work in successfully completed projects
   performed by the identified personnel whose bulk of work performed in the
   public right-of-way is similar in detail to the Project's Scope of Work
   described in these Solicitation Documents. Demonstrate the experience
   requirement by:
   a. Providing a detailed description of at least three (3) projects similar
   in detail to the Project's Scope of Work described in these
   Solicitation Documents and in which the Bidder's identified
   personnel is currently engaged or has completed within the past ten
   (10) years. List and describe the aforementioned projects and state
   whether the work was performed for the County, other government
   clients, or private entities.
   For each project listed, the pipe installation shall have been
   completed and accepted by the project owner prior to the bid
   submittal date.
   The description must identify for each project:

1. The identified personnel and their assigned role and
   responsibilities for the listed project
2. The client name and address including a contact person and
   phone number for reference
3. Description of work
4. Total dollar value of the contract
5. Contract duration
6. Statement or notation of whether Bidder's referenced
   personnel is/was employed by the prime contractor or
   subcontractor, and
7. For completed projects, provide letters of certification of final
   acceptance or similar project closure documentation issued
   by the client and available Contractor's performance
   evaluations.
