The County of Los Angeles, Executive Office of the Board of Supervisors, Chief Sustainability Office, is soliciting for Work Orders with qualified CAPSMA contractors, to provide as-needed policy and research services to support the initiatives of the 2025 OurCounty Plan for the Chief Sustainability Office. This Request for Services (RFS) is being issued concurrently with a Request for Qualifications (RFQ) for a Consulting and Professional Services Master Agreement. Vendors interested in applying for this RFS, must also respond to the RFQ.
Qualifying vendors will be issued a Consulting and Professional Services Master Agreement (CAPSMA). To be considered for a CAPSMA, vendors are required to submit responses to both the RFQ and the RFS. The required RFQ and RFS documents are attached for your convenience.

The contractor will provide policy and research services supporting sustainability topics including air quality, biodiversity, climate mitigation and resilience, economy and workforce, energy, equity and environmental justice, funding and financing, housing and land use, public health, transportation, waste and resource management, and water. Specific tasks may include data collection, analysis and modeling; policy research and development; program design and evaluation; community and stakeholder engagement research; technical and feasibility studies; strategic planning and road mapping; and cross-sector systems analysis. Services will be ordered via individual Service Requests issued under the Work Order, which will specify scope, qualifications, timeframe, selection criteria, and pricing for each project.
