The Los Angeles County (County) District Attorney’s Office (LADA) is issuing this Request for Proposals (RFP) to solicit proposals from qualified organizations to provide a modern, fully integrated, cloud-based Case Management System (CMS) Solution. LADA is not seeking a locally hosted, County data center, or on-premises server deployment. The new CMS will replace multiple aging legacy applications and will serve as LADA’s enterprise platform to manage the entire lifecycle of a criminal case—from investigation, intake and filing through trial, sentencing, post-disposition, and post-conviction. This RFP is issued by LADA with the purpose of selecting a vendor capable of delivering a CMS that supports the full prosecutorial lifecycle and seamlessly integrates with partner justice agencies, courts, and other County systems. Interested and qualified Proposers that meet the minimum mandatory requirements (refer to Section 4.0 (Minimum Mandatory Requirements) of the RFP) and that can demonstrate their ability to successfully provide a CMS solution are invited to submit Proposal(s).

The selected Contractor must provide a Case Management System (CMS) Solution that meets or exceeds the functional requirements for prosecutorial operations set forth in Attachment 1, Functional Requirements; satisfies the technical requirements set forth in Attachment 2, Technical Requirements; and performs the implementation, deployment, post-Go-Live stabilization, and transition activities set forth in the Statement of Work. The scope includes case management software, licensing, implementation services, data migration, network and infrastructure recommendations, maintenance and support, and hosting solutions. The Contractor must provide all software, licensing, implementation services, configuration, customization, data migration, integrations, network and infrastructure recommendations, hosting plan, environment plan, maintenance, support, documentation, training, transition services, and other services necessary to deliver the CMS. The CMS must support the full prosecutorial lifecycle, including investigation, intake, filing, arraignment, hearings, trial, sentencing, appeals, post-disposition, and post-conviction processes. The Contractor must provide a modern cloud-based hosting and deployment model; a locally hosted, County data center, or on-premises server deployment shall not be used.
