The Workforce and Government Affairs Division (WGA) is soliciting proposals from qualified consultants to provide workforce development consulting services.
The Consultant selected as a result of this Request for Proposals (RFP) will provide strategic planning, program design, and implementation support to advance multi-year workforce development initiatives focused on the adoption of zero emission human operated cargo handling equipment and Class 8 electric vehicle (EV) trucks. This work directly supports the commitments of the Port of Los Angeles under the Environmental Protection Agency’s Clean Ports Program grant agreement and the Port’s broader efforts to accelerate zero‑emission transition across port operations. The Consultant will work closely with internal Harbor Department leadership and external partners to ensure workforce readiness, adaptability, and alignment with evolving industry and regulatory requirements.
For engagements with independent or solo consultants, per terms and conditions of the Environmental Protection Agency, compensation will be capped at a maximum hourly rate of $93.50. This rate limitation does not apply to consulting firms. The total value of the agreement is $900,000 over a three-year term, allocated at $300,000 per year.
The duration of the contract awarded as a result of this RFP is expected to be three (3) years from the date of execution of the agreement. These services will commence after a contract is approved by the Board of Harbor Commissioners.
