RFP 27-87814 The Indiana Office of Technology (IOT) seeks a comprehensive Enterprise Observability Platform to support the IOT NextLevel Observability Program and the broader executive-branch agency portfolio. Through this solicitation, the State intends to award a Contract that maintains coverage without service interruption, scales toward a target of 500 monitored applications, and improves detection, resolution, and alert-quality outcomes against measurable service levels.
The Contractor shall provide, implement, integrate, and support an Enterprise Observability Platform spanning application performance monitoring, digital experience monitoring, network path and performance monitoring, infrastructure monitoring, application security, and data analytics, integrated with the State's ServiceNow environment. The platform shall support the current portfolio of 213 applications and scale to a target of 500 applications. The scope includes enterprise data and telemetry architecture, ITSM/ITOM and CI/CD integration, business service health and impact analytics, AI and agentic operations, OpenTelemetry and data portability, customer success and enablement, implementation and transition, fraud detection and prevention support, and operational technology (OT/ICS) visibility and data analytics. The State strongly prefers a cloud-based service offering within a state-owned cloud tenant.
